Digitoll in Norway – Important Information for Carriers

Starting September 15, 2026, the digital reporting and information requirements under Digitoll will become mandatory for shipments of goods to Norway.

Digitoll is the Norwegian Customs Authority’s new digital customs procedure. In the future, information about the shipment, the vehicle, and the goods must be submitted electronically to the Norwegian Customs Authority—either before or, at the latest, upon crossing the border.

What does this mean for truck transportation?

• The required shipping and product information must be submitted electronically.
• Submitting the information as early as possible allows the Norwegian Customs Authority to conduct a preliminary review and risk assessment.
• If the data is submitted completely and correctly, border clearance can be largely automated.
• Missing or late information may result in additional wait times and delays at the border.

Important:
September 15, 2026, marks the start of the mandatory digital reporting and information requirements. The current “direct transit” rule (“Direktekjøring”) will not be abolished until March 1, 2027. As of that date, the customs declaration must be submitted no later than the time of crossing the border.
